Building regulations govern the technical standards of construction in the UK, including flat roofs. Not all flat roof work requires building regulations approval — but when it does, non-compliance can cause serious problems when selling your home.

When Do Building Regulations Apply?

Building regulations apply to: new flat roofs, replacing an existing flat roof with a different material or specification, flat roofs on new extensions, and major structural alterations. Simply re-covering a roof with the same material and specification in a like-for-like replacement often falls under 'repair' and may not require formal approval — but check with your local building control office.

Key Requirements for Flat Roofs

  • Part A (Structure): The roof must be structurally adequate to support imposed loads
  • Part C (Moisture): The roof must resist the passage of moisture into the building
  • Part L (Energy): Insulation must meet minimum U-value requirements (0.18 W/m²K for new work)
  • Part B (Fire): Roof materials must have adequate fire resistance, especially near boundaries

Getting Building Regulations Approval

You can use either your local authority building control (LABC) or an approved inspector (private building control). Your roofing contractor should be familiar with the process. For straightforward re-roofs on extensions, a competent installer may be able to self-certify.

Completion Certificates

Always obtain a completion certificate on completion. This is your proof that work was inspected and approved. It will be requested by solicitors when you sell the property.
